2006 Endorsements Process
KCDCC Endorsement Procedures
For
September 19, 2006 Primary Election and
November 7, 2006 General Election
A. General
1. The KCDCC or the
KCDCC Executive Board may make endorsements on behalf of
the KCDCC.
2. All members of the
KCDCC executive board shall be given written notice at
least ten days in advance of any meeting at which
candidate endorsements may be made.
3. KCDCC Executive
Board voting members as defined in the KCDCC Bylaws
Article VI, Section 6.2 are eligible to vote on motions
to endorse.
4. More
than one candidate for the same office may be endorsed.
A motion to endorse a particular candidate for a given
office shall not exclude further motions to endorse
other candidates for that same office.
5. Regular
endorsements are considered after the close of candidate
filing.
6. Early
Endorsements may be made after a candidate has filed
appropriate forms with the Washington State Public
Disclosure Commission. Outstanding Candidates and
previously endorsed incumbents may be considered for an
early endorsement.
B. Criteria for Endorsement
1. To be
eligible for endorsement, a candidate must file as a
Democrat or in the case of non-partisan races other than
races for judicial positions, must identify themselves
as a Democrat. Judicial candidates must show support of
Democratic principles.
2. A
candidate must complete the “2006 General Questionnaire”
or the “2006 Judicial Questionnaire” and forward to the
KCDCC Chair or Endorsement Chair to be considered for
regular endorsement. The candidates’ responses to the
questionnaire will be posted on the website.
C. Legislative Candidate
endorsement
1. No
KCDCC endorsement shall be made for any Legislative
District candidate unless the Legislative District
Organization endorsements have taken place at least four
days before the scheduled KCDCC endorsements.
2. No KCDCC endorsement
shall be made for any legislative district candidate
prior to the Legislative District Organization
considering endorsement of the position provided the
Legislative District Organization is duly organized and
functioning.
D. Requirements for
Endorsement
1. At least two-thirds
majority vote of the Executive Board members present and
voting (not counting abstentions) shall be required to
endorse.
2. A candidate,
candidates, or ballot issue position shall be considered
for endorsement upon a motion from a KCDCC executive
board member, or an endorsement committee recommendation
a. The maker of the
motion may make a two-minute statement in favor of the
endorsement of the candidate, candidates, or ballot
issue position.
b. Each candidate
seeking the endorsement of the KCDCC will be given one
minute to make a statement. Time will be allowed for
questions and answers, one minute each.
c. Voting members of
the KCDCC executive board may make a one-minute
statement for or against the motion to endorse with no
more than three members speaking for or against in turn
(i.e., F/A, F/A, F/A).
